NOTICE OF CALL FOR EXPRESSIONS OF INTEREST N° A-CRI001-2026-8436 Title: Framework Contract for Communication Services

Maximum budget: 613 200 EUR - Performance period of 42 months

LuxDev, the Luxembourg Development Cooperation Agency launches a Call for Expression of Interest (CEOI) for the acquisition of services for Framework Contract for Communication Services on behalf of the project CRI/001 Migration, social cohesion, economic integration, and governance (Project CONVIVE), receiving financial support from the governments of Costa Rica and the Grand-Duchy of Luxembourg.

Economic operators that are invited to express their interest to offer the services mentioned above are specialised in strategic communication services (communication / public relations agencies / digital agencies).

Economic operators will need to demonstrate their technical capacity and experience working with public institutions of the Government of Costa Rica (prior experience with the General Directorate of Migration and Foreigners, the Immigration Administrative Court, the Ministry of Labor and Social Security, the Ministry of Foreign Affairs and Worship, and the Ministry of National Planning and Economic Policy will be considered an asset), or with international cooperation agencies and demonstrate proven expertise in communication and awareness-raising strategies, communication for development (communication campaigns regarding human rights issues will be considered an asset), digital marketing, and social media management.

The start of the contract is foreseen for October 2026 and for a duration of 42 months. Economic operators must be available for the entire period foreseen and willing to intervene in Costa Rica. The maximum budget available for this contract is estimated at 613 200 EUR (all taxes excluded).

Interested economic operators are invited to submit sufficient documentation to respond to the selection criteria. The dossier, including the selection criteria and the application form, is available on request at the address given below.

The shortlist of candidates invited to submit a full offer will be established of a minimum of three and maximum eight candidates evaluated as qualified and ranked, if necessary, against the selection criteria.
